Why File Names Are Green

In computers, file names have different colors.
The computer automatically changes the color of the file name to describe the file.
Files with green file names signify that the file is encrypted.
Files with blue file names signify that the file is compressed.

What program affected the automatic change?
       Windows Disk Cleanup
